JOB SUMMARY: The Project will give extra attention to comprehensive M&E system through community and stakeholder consultation to track implementation and progress towards results. The M&E expert will be responsible in establishing community-driven indicators and monitoring mechanisms. The consultant will develop a detailed M&E implementation plan that will be prepared in the first six months of the Project, including the development of annual survey forms and additional data collection instruments.

Under this Project, the consultant shall carry out the following tasks:

  • 1. The M&E expert will establish M&E system based on a M&E framework and standard principles covering Project design, implementation and evaluation. The specific steps to be followed include: a) conducting a baseline survey, b) developing and selecting key indicators with Specific, Measurable, Achievable, Replicable, Time-bound targets, c) monitoring results by establishing data collection system, analysis, reporting guidelines and quality control means, d) evaluating progress, outcomes, and impacts, and e) adjusting Projects when needed to show efficiency and results.
  • 2. Explain and confirm community-driven indicators and monitoring mechanisms with the community members.
  • 3. Conduct M&E meetings with selected vulnerable groups in urban areas in Meru town and stakeholders. The consultant who is familiar with the Meru community shall facilitate the meetings to ensure communities’ needs are prioritized in the Project implementation. The consultant shall (a)work with the identified target communities and stakeholders (b) monitor and analysis establishment of  sustainable Micro and Small Enterprises (MSEs) in the target community, (c) conduct necessary follow up meetings with communities.
  • 4. Set up M&E, 3 members committee from each community that supports the M&E process, including reporting on the progress of Project activities.
  • 5. Develop a data collection plan with more detailed methodologies and timeframe on undertaking critical tasks including consultations and holding workshops if necessary;
  • 6. Develop data collection instruments (e.g. survey forms/questionnaire, semi-structured interview forms, Focus Group Discussion guide),
  • 7. Take the lead in conducting baseline and mid-term prepare survey reports.
      • a)      Baseline survey- the consult shall take following tasks to establish the baseline data for the project:
      • – Prepare and administer the questionnaire for baseline data collection
      • – Translate the questionnaire into national language Kiswahili
      • – Coordinate with Meru County Government and KURA, and administer baseline survey in the target communities, with minimum respondents of 150 per community. A data collection team composed of 4 staff will collect data and the M&E consultant will supervise them.
      • – Prepare baseline report with collected information
      • b)      Mid-term survey- the consult shall take the following tasks to evaluate the performance of the project, and make recommendations for the next half of the Project life:
      • – Prepare and administer the questionnaire for mid-term data collection
      • –  Translate the questionnaire into national language Kiswahili
      • – Coordinate with Meru County and KURA, and administer mid-term survey in the target communities, with minimum respondents of 150 per community. A data collection team composed of 4 staff will collect data and the M&E consultant will supervise them.
      • – Assess sustainability of the Project interventions and recommend measures to improve project performance or mid-term correction including lessons which can be drawn for future projects
      • – Prepare mid-term M&E report
      • c)      End line survey- the consult shall take the following tasks at the end of the project to evaluate the performance of the project, and make recommendations for operation and sustainability of the Project interventions:
      •       – Prepare and administer the questionnaire for end line data collection
      •        – Translate the questionnaire into national language Kiswahili
      •        – Coordinate with Meru County and KURA, and administer mid-term survey in the target communities, with minimum respondents of 150 per community. A data collection team composed of 4 staff will collect data and the M&E consultant will supervise them.
      •       – Assess sustainability of the Project interventions and recommend measures to improve project performance including lessons which can be drawn for future projects
      •       – Prepare end M&E report
  • 8. Together with the Project team, develop implementation Completion and Results report within 6 months before the Project closing.
  • 9. Support Implementation Completion and Results (ICR) report consultant to prepare the ICR report. The M&E expert should be comfortable in a grid type reporting structure. S/he will report to the CORE Project Coordinator but will have collaborative linkages with other Project Implementation Team and stakeholders like KURA, and the county government.

  DEGREE OF EXPERTISE AND QUALIFICATIONS

The consultant will have the following qualifications and experience:

  • 1. A minimum of a Bachelor’s degree in Social Science, natural resource, Disaster management, Statistics or and Postgraduate training in Monitoring and Evaluation is essential.
  • 2. A minimum of 5 years of experience in M&E position involving data collection, documentation and reporting
  • 3. Ability to collect, analyze and produce good quality data and information
  • 4. Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access and Knowledge in computer statistical packages (e.g. SPSS, Stata etc.)
  • 5. Excellent interpersonal and communication skills with the ability to network and to develop and maintain strong relationships with field staff.
  • 6. Willingness to occasionally support the team players on other duties within the Project.
  • 7. Adaptable, flexible, able to take initiative and prioritize among competing demands.
  • 8. Experience and skills in training and transfer of knowledge.
  • 9. Must be flexible and culturally sensitive and Team player
